אֶל־הַיְּהוּדִ֡ים

ʾel־hayy'hu·dim

vay·yi·ka·tev k'khol־ʾa·sher־tsiv·vah mor'do·khai ʾel־hayy'hu·dim

and it was written according to all that Mordecai commanded to the Jews,
